I don't want to sound like a stupid fan, but the forms actually don't come out of know where.... Agito when it was airing was the first time a Kamen Rider movie like this was being done so they had a special made that debuted Shining Form and serve as set up for the movie. The thing with Agito is the the Story to get the most Enjoyment it has to be watched like this Agito 1-40,special,movie and then the rest. Sorry if I sound picky I just wanted to point that Agito did not just Deus Ex Machina this movie happens after every rider got a upgrade.
